A Public Safety Answering Point Audit
Evaluates the Operating Procedures in
Waukesha County, Wisconsin
Crime reduction, protecting quality of life, and maintaining a safe
community is, generally, the mission of all public safety operations. One of
the priorities for accomplishing this is by reducing response times and
providing superior dispatching and emergency response services. When a
9-1-1 call is placed, it is the responsibility of the Public Safety Answering
Point (PSAP) systems and personnel handling the call to effectively and
quickly dispatch emergency services. In order to monitor their service,
PSAP managers across the country have begun conducting routine PSAP
Performance Audit evaluations as part of their Standard Operating
Procedures (SOPs). Conducting an audit provides an assessment to help
ensure the PSAP’s emergency preparedness is at the highest level so
9-1-1 responders can be dispatched quickly.
Waukesha County, Wisconsin, which operates a 9-1-1 communications
center dispatching law, fire, rescue, and emergency medical service
responders to 29 communities throughout the county, recognized how
important these audits are and the benefits it could provide them.
According to Sheriff Daniel Trawicki, the Waukesha County Sheriff’s team
is continually retooling, rethinking, and reprioritizing their services. A
baseline from which to make these important decisions is an essential
tool. As such, Waukesha County partnered with GeoComm to conduct
their PSAP Performance Audit.
GeoComm began the audit by comparing the rules, statues, and policies in
place at the PSAP to state and nationally recognized performance
standards and best practices. GeoComm reviewed the current operations
in place, identified potential risks the PSAP operations face, and made
recommendations regarding how they could improve their services.

GeoComm provided Waukesha County with a PSAP Performance Audit
Report to use as a basis to make decisions to establish and maintain
quality performance within the county. The recommendations, which were
based on nationally recognized standards, included ways to maintain and
improve the PSAP training program, staffing, quality control, call
processing, and documentation management. It also included ideas for
ways to move forward to implement these operational enhancements.
