GIS
In the early 2000s the State of Nebraska recognized that public safety
answering points (PSAPs) would need GIS data and software for wireless
Phase I and II call locating. This is different from other states that determined
mapping was only beneficial for Phase II calls. The Nebraska Public Service
Commission (PSC) recognized that other state agencies and local
governments could also benefit from the creation of county by county GIS
data for use by the entire state – interoperable GIS. An additional
consideration was that outside the two Nebraska metropolitan areas: the
cities of Lincoln and Omaha; other areas in the state did not have GIS
expertise and therefore these jurisdictions could not be expected to develop
and maintain data on their own.
History
Nebraska’s wireless implementation legislation basically states that any and
all costs associated with wireless E9-1-1 call delivery and display at the
PSAP are eligible for funding from the state wireless fund. This fund is
overseen by the Nebraska PSC with oversight by a Wireless Advisory
Committee made of representatives from public safety officials, wireless
carriers, and telephone companies. In July 2004 the PSC developed and
published an RFQ with specifications for GIS data development map display
software for state PSAPs. The goal of the RFQ process was to qualify
multiple vendors for providing software and services. This would allow PSAPs
to have choices and be able to select the vendor(s) that best suited their
individual needs. These vendors would be able to provide Nebraska agencies
with uniform GIS data that can be shared creating data interoperability.
Further, the use of approved mapped ALI applications provides GIS based
location details across all Nebraska PSAPs. GeoComm was one of three
vendors designated as a vendor of choice for the provision of GIS data
development and maintenance services via this RFQ process in late 2004.
GeoComm was also selected as one of five vendors for the map display
software portion of the RFQ. Since that time, GeoComm has become a
premier vendor among the others with over half the counties choosing our
services.
Customers
The recent addition of three Nebraska counties to GeoComm’s customer
base means 52 percent of Nebraska counties receive GIS or software
services or both from GeoComm. That is 49 of the 93 counties. In these 49
Nebraska county customers, GeoComm services about 32 percent of the
population covering about 49 percent of the state’s total land area. In
addition, 30 of GeoComm’s Nebraska customers use GeoLynx 9-1-1
Dispatch GIS for their mapped ALI product locating wireline and wireless
Phase I and II callers throughout the state. In these 30 agencies, 77 licenses
of GeoLynx 9-1-1 are deployed.

GeoComm in 1998 to conduct rural addressing and assist with E9-1-1
