GeoLynx® EOC – Emergency Operations Center

GeoLynx EOC is an ESRI ArcGIS Server browser-based Geographic Information System (GIS) for public safety and emergency operations.  GeoLynx EOC can be installed on one or more web servers and provides web browser-based access to authenticated staff over LANs, WANs, or even the Internet.

With GeoLynx EOC, your highly detailed local GIS data is accessible to your users without installing software on end user computers.  In a web browser, such as Microsoft Internet Explorer, GeoLynx EOC provides tools for interacting with the map, such as search and address queries, measuring distances and areas, real time mapping of 9-1-1 calls, CAD calls for service, and vehicle locations, along with sophisticated tools for mapping hazardous material (HazMat) isolation protocols.

GeoLynx EOC supports ALOHA (Areal Locations of Hazardous Atmospheres) software developed by the Office of Emergency Management, EPA, and the Emergency Response Division, NOAA.  ALOHA is an atmospheric dispersion model used for evaluating the release of hazardous chemical vapors.

These chemical cloud footprints can be mapped directly in GeoLynx EOC to identify vulnerable locations such as hospitals, schools, and residents.  With the Emergency Notification System option, GeoLynx EOC can generate outbound telephone notifications to affected areas.

GeoLynx EOC includes an Emergency Response Guidebook (ERG2004) built into the software.  The Emergency Response Guidebook was developed jointly by the US Department of Transportation, Transport Canada, and the Secretariat of Communications and Transportation of Mexico (SCT) for use by fire fighters, police, and other emergency response personnel who may be first on the scene to a hazardous materials incident.  To date, nearly nine million paper copies have been distributed to state and local public safety authorities.

GeoLynx EOC automates use of the Emergency Response Guidebook with quick search and type ahead features, in addition to drawing initial and downwind isolation protocols on the map display in the web browser.  GeoLynx EOC, with the Emergency Notification System add-on, can then provide mass notifications to residents in an effected area via telephone.

GeoComm has developed several add-on applications for GeoLynx EOC for real time dynamic data such as moving vehicle locations, current E9-1-1 call locations, and CAD calls for service.  

GeoLynx EOC has a variety of tools to search for addresses and intersections, as well as infrastructure features like fire hydrants and gas, telephone, and electric facilities.

GeoLynx EOC can also use on-line data and base maps served from ESRI.  Some base maps and imagery are available for free through ESRI ArcGIS Online, while other premium content such as Meteorlogix weather data shown below is available by paid subscription.

Technology Platform

GeoLynx EOC is a web application built on ESRI's ArcGIS Server Enterprise Standard Edition.  Because GeoComm is an ESRI Business Partner, we provide the ArcGIS Server technology embedded right into GeoLynx EOC bringing ESRI's industry leading server GIS technology to emergency response and management organizations. 

GeoLynx EOC is a modern Rich Internet Application (RIA) that uses modern technology such as Asynchronous JavaScript and XML (AJAX) to avoid time consuming page redraws and to provide smooth animation and transparency of controls on the web page.
