National NENA Booth to Highlight GeoLynx 9-1-1 Server
GeoLynx 9-1-1 Server, is a Web-based tactical dispatch Geographic
Information System (GIS). This dispatch mapping system is distributed
across a public safety network allowing users to view a Common
Operating Picture (COP) of the jurisdiction’s geography and public safety
activity. GeoLynx 9-1-1 Server will seamlessly connect PSAPs,
responding agencies, and mobile responders, increasing their ability to
gather and share information, strategize, plan, mitigate, track, and
respond to emergencies. This offering also leverages emerging NG9-1-1
ESINets for application delivery and sharing, and provides NG9-1-1
additional data display.
Built on ESRI ArcGIS Server 10.0 and the ArcGIS Silverlight API,
GeoLynx 9-1-1 Server can map live 9-1-1 calls, CAD calls for service,
and track AVL. It is installed into a clustered server environment,
interfaces to the CAD system, and provides tactical mapping to users
via browser-based application.

Maintenance
Overview
Henderson County, North Carolina has
been a GeoComm customer since
2005. In 2005, GeoComm, along with
one of our business partners,
implemented GeoLynx 9-1-1 and
GeoLynx Mobile. In 2006, Henderson
County added GeoLynx DMS and
GeoLynx Sync. Prior to implementing
the public safety software, GeoComm
completed a thorough map data, 9-1-1
database and MSAG analysis. This
analysis depicted the synchronization
rate among the three primary
components used in plotting 9-1-1
calls. The data was then enhanced to
ensure wireline 9-1-1 calls would plot
accurately in GeoLynx 9-1-1.
In 2008 Henderson County again
contacted GeoComm because they
were concerned with bringing their
public safety GIS data together from
different sources, update schedules
and formats, while still meeting their
public safety GIS data needs. They
needed a qualified GIS and 9-1-1
Consultant to assist in reviewing call
plotting success, map data to
database synchronization, and 9-1-1
database and GIS workflows. The
project needed to be cost effective,
organized, have a technically sound
approach to analyze current issues
and overcome those obstacles while
creating a new GIS maintenance
program. GeoComm’s GIS Consulting
Services were able to help achieve all
of these goals, however the project had
to be approached with two primary
objectives being completed on a
quarterly basis, a data report card and
review the current process workflows.

GeoLynx 9-1-1 Server
Implemented in New Joint
Emergency Communications
Center
In June 2010, after several years of
planning, the Joint Emergency
Communications Center (JECC) in
Johnson County, Iowa, opened. The
JECC enhanced communication
among the different departments, and
by implementing GeoLynx 9-1-1
Server, allowed all of the dispatchers
to view a common operating picture of
countywide GIS, 9-1-1 calls, track
vehicles, and CAD calls for service.
The JECC serves Johnson County,
City of Coralville, Iowa City, and North
Liberty.
The creation of the JECC not only
involved the construction of a new
state-of-the-art facility, but also the
development of a new countywide
public safety radio communications
system which would allow dispatchers
to notify all public safety entities
(police, fire, ambulance) with one
broadcast. With the previous disparate
radio systems used by each agency,
an emergency responder for Iowa City
could not communicate with a
responder from Johnson County. Other
changes included a move to a new
modern 9-1-1 telephone system
located at the JECC facility as well as
the back-up location at the University
of Iowa Public Safety Department on
the university campus. All agencies
also began using the similar software
for records management system
(RMS) and computer aided dispatch
(CAD).

Monday, June 20, 1:30 p.m. - GIS for Your PSAP: Why Internet
Maps Won't Do
9-1-1 needs accurate GIS data to meet the needs of the ever-increasing
number of wireless 9-1-1 callers. The ability to locate callers, provide
dispatchable locations, and make informed decisions all comes back to
the data. NG9-1-1 uses GIS data for location validation and call routing.
This panel discusses examples, shows why “good enough” is not good
enough for 9-1-1, and provides methods and processes to improve your
GIS data.
Tuesday, June 21, 1:30 p.m. - The Role of GIS in NG9-1-1
GIS data will become a core database in NG9-1-1. This introductory
session covers the big picture of NG9-1-1 and the role GIS data will
play. Facilitators will walk the audience through the NG9-1-1 process in
an entertaining and understandable session for those looking to get their
feet wet and gain a basic understanding of this important topic.
Wednesday, June 22, 1:00 p.m. - Developing Address Site/
Structure Points
In NG9-1-1, the dispatchable location — the address site location — is
preferred over just a street centerline or address range. How does one
build or improve their site location database? How does the Location
Validation Function (LVF) in NG9-1-1 work, and how does one
accommodate building this site location data? This interactive session
will focus on gathering input from those on hand to begin work on this
best practice.
