King County, Washington partners with GeoComm for 9-1-1 dispatch center consolidation feasibility study

The King County Enhanced 9-1-1 (E9-1-1) Program Office and the Public Safety Answering Point (PSAP) Consolidation Steering Committee, which is comprised of local PSAP, police, fire, and emergency medical services representatives, have selected GeoComm Public Safety Consulting Services to provide a PSAP/9-1-1 dispatch center consolidation assessment of the King County E9-1-1 system. King County seeks a high-quality study to assess whether the current PSAP structure provides the most efficient and effective emergency communications services possible. The study will identify potential enhancements to emergency services that may be achieved. The timing for the study is critical since the county is considering PSAP equipment and operational upgrades that would be necessary for Next Generation 9-1-1 (NG9-1-1).

GeoLynx Spatial Router - NG9-1-1 ECRF/LVF

Next Generation 9-1-1 (NG9-1-1) systems rely on Geographic Information System (GIS) data for both call routing and location validation, replacing traditional tabular Master Street Address Guides (MSAGs).

GeoLynx Spatial Router delivers NENA i3 ECRF and LVF services for NG9-1-1 systems. It is part of an end-to-end NG9-1-1 GIS solution meeting all GIS requirements and objectives necessary to implement and operate an NG9-1-1 system. Including ECRF/LVF, GIS data management and provisioning, and tactical PSAP mapping.

This GeoComm NG9-1-1 GIS solution interoperates with any standards compliant NG9-1-1 system componentry from a variety of vendors including Emergency Services Routing Proxy (ESRP), Location Information Server (LIS), and PSAP call handling systems.

Why is GIS data important in NG9-1-1?

Is your Geographic Information System(GIS) data as accurate as your Master Street Address Guide(MSAG)? In the National Emergency Number Association(NENA) i3 Next Generation 9-1-1(NG9-1-1) architecture, your GIS data will do the heavy lifting such as location validation and routing that is currently done by your MSAG. This presents new challenges and requirements for local and regional GIS data planning and management.

St. John's University Case Study

Saint John's University (SJU) was founded in 1857 and is one of the oldest colleges in the Midwest. SJU is located approximately ten miles west of Saint Cloud, Minnesota. Its campus is adjacent to 2,700 acres of beautiful terrain that consists of lakes, wetlands, pine and hardwood forests, an oak savanna, and restored prairie, all belonging to Saint John's Abbey, a Benedictine monastic community.

Challenge
SJU faced a challenge not uncommon among the United States' estimated 2,095 colleges and universities. The challenge they faced centered on finding a better way for visitors and new students to move around campus efficiently.
There were four main impediments that contributed to people not finding the campus, and once on campus, not finding the building they were looking for without asking for directions. These impediments included:
1. Roads on campus were not named
2. The campus lacked addressing
3. No Geographic Information Systems (GIS) map data
4. Inaccurate mapping available on the World Wide Web

Sumner County, TN updates their GIS map data to prepare for a transition to Next Generation 9-1-1

As agencies across the country begin their transition to Next Generation 9-1-1 (NG9-1-1), it has become apparent that accurate Geographic Information System (GIS) is a necessity. NG9-1-1 relies on accurate GIS map data to validate addresses and to route 9-1-1 calls to the proper Public Safety Answering Point (PSAP). In Tennessee, the entire state has begun taking the necessary steps to ensure the quality of their GIS map data will meet the needs of NG9-1-1. The Tennessee Information for Public Safety (TIPS) standard lays the foundation by requiring each Emergency Communication District (ECD) in Tennessee to submit their GIS data to the state by June 30, 2012. In addition, the State of Tennessee is requiring that all ECDs submit a plan by January 1, 2013 indicating they are working to improve their GIS data to meet National Emergency Number Association (NENA) Next Generation 9-1-1 GIS guidelines. This plan will outline the GIS layers each ECD needs in a NG9-1-1 system and the GIS map data table structure. Providing this plan demonstrates the ECD is working on improving their GIS data for a NG9-1-1 system. Sumner County decided to hire GeoComm to review the GIS map data and offer suggestions for improvement.

The purpose of a wireless audit is to validate crucial public safety information used by wireless service providers, third party providers, and telephone companies to route 9-1-1 calls. A successful audit provides the Public Safety Answering Point (PSAP) with assurance that appropriate information to accurately and effectively identify the tower site and sector is used during the course of Phase I wireless 9-1-1 calls.

Grove City, Ohio's Communication Systems Planning Project

As communities grow and change it is important for public safety agencies to closely examine their radio system and seek coverage that will operate properly in a variety of building structures and over a large area of land. Grove City, Ohio, home to about 30,000 people and a suburb of Ohio's capital city was interested in reviewing their 800 MHz radio system. The goal of this review was to identify the overall functionality of the system and the options for joining a neighboring state or regional radio system.

GeoComm presenting at the Minnesota Public Safety Interoperable Communications Conference

Geo-Comm Presents: Managing Transition to ARMER
Tuesday, April 17, 2012
1:30 p.m. - 2:30 p.m.
APCO P25 digital radio is becoming increasingly popular as a communications tool for public safety agencies throughout the world. This session will provide an overview of the current state of P25 and how it differs from analog radios most users may be familiar with. Firstly, the session will review the relevant P25 standards, interfaces and certification bodies and regimes. Secondly, the session will address implications for decision makers: interoperability is about more than just open standards. The session will also review reasons why sometimes different manufacturers’ equipment does not work on a P25 system, and the issues encountered in implementing a multi-vendor P25 network. The significance of the P25 Compliance Assessment Program (P25 CAP) will be explained as an example of how the industry is addressing interoperability issues. Finally we will discuss practical gains and experience from agencies that have sourced terminals from multiple vendors.

GIS Data Analysis

When GIS map data is integrated properly into a 9-1-1 system, it can provide lifesaving information. Ensuring your GIS map data is accurate is critical for efficient emergency response.

For Next Generation 9-1-1 (NG9-1-1), Geographic Information System (GIS) map data is essential for call routing, call handling, call delivery, location validation, and emergency response. It will also take over the role which the Master Street Address Guide (MSAG) fulfills in a traditional Enhanced 9-1-1 (E9-1-1) system. This increases the need for accurate GIS map data and in turn requires the GIS map data to reflect the information contained in the MSAG.

GeoComm Next Generation 9-1-1 GIS Solutions

Next Generation 9-1-1 (NG9-1-1) systems rely on Geographic Information System (GIS) data for both call routing and location validation, replacing traditional tabular Master Street Address Guides (MSAG). But merely loading "shapefiles" into a "Location to Service Translation (LoST) server" is not a viable solution for mission critical 9-1-1 systems.

Because NG9-1-1 systems replace MSAG with GIS, careful planning and consideration must be given to all aspects of the GIS that will drive 9-1-1.

GeoLynx Spatial Router, GeoComm’s ECRF/LVF, was tested during the week long NENA Industry Collaboration Event (ICE) 4.

NENA held the Industry Collaboration Event #4 (ICE 4) in Irving, Texas at the AT&T Center for Learning the week of 11/14/11. The focus of the event was emergency call routing based on the LoST hierarchy. This is the core function required to assure reliable and predictable emergency call routing and location validation regardless of the media type or device being used to place a call. The largest and most complex ICE event ever undertaken, it culminated in a successful multi-vendor testing process, resulting in heightened awareness and recognition of the requirements necessary for interoperable call routing.

NG9-1-1 Five Step Action Plan: GeoComm Can Help

Julius Genachowski, chairman of the Federal Communications Commission (FCC) outlined a five-step action plan to improve the deployment of Next Generation 9-1-1 (NG9-1-1) service at the recent Association of Public Safety Officials (APCO) annual conference. In his statements at the conference and those later released by the FCC his plan emphasized the need for photo, text message, and video capabilities to 9-1-1 public safety answering points (PSAPs) and explained why NG9-1-1 is needed. He also stressed the need for a coordinated approach to planning NG9-1-1 indicating the importance of location accuracy as his first step in the action plan.
GeoComm, as a NENA NG9-1-1 Partner, understands and supports the chairman’s action plan and how this plan can be implemented in your agency. Our Public Safety Consulting group can help your agency with aspects of all five steps in the new action plan. GeoComm has the capabilities to assist agencies with the following services to complete the action plan:

Updated GIS Technology Implemented in Warren County, Virginia

An historic old Commonwealth of Virginia, and site of the Civil War battle of Front Royal, Warren County was using out-dated GIS technology in their 9-1-1 emergency call center and regularly completed a labor-intensive and cumbersome map data update process to move current GIS data to their dispatch mapping system in the 9-1-1 emergency call center. The county was also ready to take over the maintenance of their GIS data and needed a solution to ensure that their data maintenance was streamlined and accurate.
